  1. There has never been a Town Manager who was not a city employee, a Consultant instead of an Employee. That is one of the multitude of sins done by this Council.   2. What this means is if only one individual receives this benefit it is not “common practice” and thus any official giving this special benefit is then subject to a violation of ethics. If it only happens one time, it’s a benefit. It is not common practice.
