TOWN OF WHITE SPRINGS   SEPTEMBER 2015 – PRESENT  –  Town Manager

Manage the daily operations of the Town’s departments; Police, Fire, Utilities, Public Works, Finance, Parks/Recreation, Planning, Code Enforcement and HR.   Develop Town Budget and oversee departments expenditures.  Prepare and present items for Council consideration.  Coordinate with Town’s consultants and manage town projects.  Research grant opportunities and prepare grant applications.  Serve as Grants Administrator, Land Development Regulations Administrator, and staff liason to boards/ committees.  Manage contracts and ensure compliance. Communicate with other governments at local, state, and federal leval as needed.  Interact with citizens to resolve issues.

 

 CITY OF DEBARY   APRIL 2005 – MAY 2015    City Clerk

Served as HR Director and performed all functions of human resource management and benefit administration from April 2005 – March 2014.  Prepared all agendas & related materials for City Council and Board/ Committee meetings.  Assisted in the drafting, advertising, presentation, execution, and recording of ordinances and resolutions.  Responsible for the City website maintenance and webcasting of all Council meetings.  Supervised municipal elections and qualifying candidates.  Responsible for all public records requests.  Performed research for inquiries from the public, Council, and staff.  Answered questions regarding city processes, City Charter, Code of Ordinances, Land Development Code and applicable FL Statutes.  Served as RMLO for City during entire tenure.  Trained city staff on public records law and State retention guidelines.  Assisted in development of the City’s budget.

VOLUSIA COUNTY, GROWTH & RESOURCE MANAGEMENT DEPT.  OCTOBER 2004- APRIL 2005  – Zoning Technician

Reviewed building permit application for zoning complaince.  Maintained variance, rezoning and special exception files and processed applications.  Provided information to the public regarding the zoning Ordinance and Land Development Code.

 

 

Stacy if your 2015 letter securing employment did not get you the job, why on earth would you use the same letter.  What are your achievements?  What can you bring to Lake City that other candidates cannot?

Ladies and Gentlemen:
I am interested in working for the Town of White Springs, and I am applying for the Town Manager position.  I am a Florida native, and I am committed to remaining a lifelong resident.
I have been working in local government since 1996 when I received my Master of Public Administration degree from UCF.  The positions I’ve held have given me a wide variety of experience in local government.  I worked in the City of Sanford Community Development Department for seven years and gained extensive knowledge of planning, grants, code enforcement, condemnations, permits and licensing.  Being the code enforcement manager exposed me to many challenging situations.  I reported monthly to the City Commission and the Code Enforcement Board.  I was also a guest speaker at the Sanford Historical Society meeting, there were many smaller meetings with citizen leaders within the Historical Society.  There were opportunities to work with diverse racial and ethnic groups in Sanford.  While at Volusia County, I was heavily immersed in zoning.  I’m very familiar with applications for special exceptions, rezoning, variances and comprehensive plan amendments.
For the last ten years, I was employed by the City of DeBary as the City Clerk.  I was also serving as the HR Director until March of 2014 when our manager reorganized.  I was responsible for getting our in-house code enforcement department going and have written numerous ordinances to amend the code.  I instituted a city-wide records management plan last year.  I implemented webcasting of our City Council meetings and was responsible for managing the recent upgrade for streaming to mobile devices.  I serve as the liaison to the Historic Preservation Advisory Board and the Charter Review Commission.  I communicated with the elected officials almost daily.  I interacted regularly with neighboring cities and Volusia County.
Serving as a city clerk in a very small organization provided me with a general overall knowledge of all facets of government.  I’m comfortable working with various internal departments and external governmental agencies.  Being a city clerk provides a big picture perspective that I think makes me a good candidate for this position.  As you can see from my resume, I haven’t held a town manager position yet; I believe that is plus because I bring a fresh perspective to the table and I am hungry for new challenges.

Mr. Mcneill:
I am interested in working for the City of Orange City and I am applying for the City Clerk position.  I am a SW Volusia native and I am very interested in working for the city I call home.
I have been working in local government since 1996, when I received my Master of Public Administration degree from UCF.  The positions I’ve held have given me a wide variety of experience in local government.  While working for the City of Sanford Community Development Department for seven years, I gained extensive knowledge of planning, grants, code enforcement, condemnations, permits and occupational licensing (now known as business tax receipts).  For my last 3 ½ years there, I managed the occupational licensing and code enforcement divisions.  This exposed me to many challenging situations and I am quite adept at dealing with difficult and demanding citizens.
From April 2005 to May of 2015, I was employed by the City of DeBary as the City Clerk.  I was also serving as the HR Director until March of 2014 when our manager reorganized.  For those first 9 years, I was solely responsible for all HR and City Clerk duties.  I didn’t have any staff.  I was responsible for getting our in-house code enforcement department going and wrote numerous ordinances to amend the code.  I instituted a city-wide records management plan in 2014.  I implemented webcasting of our City Council meetings and was responsible for managing the upgrade for streaming to mobile devices shortly before I left.  I served as the liaison to the Historic Preservation Advisory Board and the Charter Review Commission, as well as coordinating membership to all city boards/committees.  I communicated with the elected officials almost daily.  I interacted regularly with neighboring cities and Volusia County.  I’m comfortable working with various internal departments and external governmental agencies.
Since September of 2015, I have been employed as the town manager for the Town of White Springs in North Florida.  I work there during the week and return to Orange City on the weekends.  My son is graduating from University High School later this month, so Orange City is still my home.  White Springs is a small organization and I wear many hats.  I oversee all aspects of town services so the work is never boring.  However, I prefer being a city clerk over being a town manager.  I’m also quite homesick and would love to return to Orange City full-time.  I would love to meet with you and discuss the knowledge and experience I could bring to your organization.  I would also appreciate the opportunity to explain the reasons for my exit from the City of DeBary.
