The RHATT Pack Watch
Today is Friday, April 12th, Day 352 of the Rhatt Pack Watch.
Welcome to White Springs, Florida’s Dirty Little Secret, clearly the Home of the Worst Proposed Change to a Town Charter by a “Gang of Thugs” in the History of the State of Florida.
Yeah!! The proposed changes to the Town Charter are designed to keep the Red-face Ratt in power with an expanded “Gang of Thugs” and the retention of all the “Out of Towner Cousins” in Town Hall.
To understand why this is so, it would be helpful to understand how the Current Town Charter came about and what it contains. You may be aware that the Current Town Charter was put together by former Town Manager” Cousin” Robert. It’s likely that the way “Cousin” Robert came up with the Charter is that he looked at Charters from other Municipalities, picked one, removed sections he didn’t like and added sections that he wanted. On the surface this could be a reasonable approach to generating a Charter. But like everything else, the devil is in the details. And there’s a heap of devil in the Current White Springs Charter.
To begin with “Cousin” Robert had a personal agenda regarding the contents of the Charter. He wanted to ensure job security for himself and the rest of the “Cousins”. He wanted to make it as difficult as possible for the residents of White Springs to remove him or anyone else in Town Hall. He did this in several ways. First, unlike other Municipal Charters “Cousin” Robert placed specific job positions in the Town Charter. This means that the Town Council can’t make changes to the organizational structure of Town Hall or de-fund positions no matter how unnecessary or inefficient a position happened to be. And then to be certain that it would be very difficult, if not impossible, to make changes, he vested as much power as possible to his Town manager position; thereby taking capabilities away from the Town Council. This is why the Ratt wanted a “Gang” and a Lapdog he could control
The Town Charter Change proposed by the Ratt, his “Gang of Thugs” and “Out of Towner” Lapdog are designed to make it even more difficult for YOU, a White Springs’ resident, to influence what happens in Town Hall. Even though the Ratt won’t be on the White Springs’ Town Council, he expects to pull the strings from his Lair to fully control it. The Ratt anticipates the proposed Charter changes will make it easier for him to get “Gang of Thugs” members onto the Town Council and more difficult for you to remove them.
