In reading the “Gang of Three’s’evaluations of our Town Manager, it shows just how ignorant each is. It is like they have never had a job in their lives where there were requirements and as of Ms. Tebo, besides being an opioid user and too emotional to handle her job, she has no leadership skills whatsoever.
Let’s go through some criteria which most feel important for a Town Manager to perform.
- A Town manager must be a leader rather than just a manager. TEBO IS NEITHER A LEADER NOR A MANAGER. IF SHE WAS EVEN A MANAGER SHE WOULD REALIZE THAT HER EMPLOYEES ARE NOT FOLLOWING GENERAL PRINCIPLES AND WORK TOWARD A MORE EFFICIENT STAFF. SHE DOESN’T EVEN CHECK REFERENCES FOR APPLICANTS AND HER LEADERSHIP IS NIL WITH A WHINY VOICE AND RHETT BULLARD RUNNING THE SHOW EVEN IF IT IS ILLEGAL.
- A Town Manager is someone who will identify a vision and “sell” it to others – the council, staff and the community and move forward. MS TEBO HAS NO VISION AND IN MOST CASES HAS NO ABILITY TO “SELL” ANYTHING TO OTHERS. SHE SHOWS NO INTEREST IN THE COMMUNITY AND EVEN IF OTHERS MAKE SUGGESTIONS TO BETTER THE COMMUNITY, SHE IS AGAINST ANYTHING THAT SHE HERSELF HAS NOT SUGGESTED or ANYTHING WHICH IS NOT DICTATED BY RHETT BULLARD OR THE GANG.
- The ideal Town Manager should have strong diplomatic skills since he or she will be working for numerous bosses while trying to motivate his or her staff and others around him or her. TEBO HAS NO DIPLOMATIC SKILLS AND WILL FEIGN CRYING IF YOU CITE SHE IS NOT FOLLOWING THE LAWS. SHE NEVER RECOGNIZED THAT HELEN MILLER WAS HER BOSS, INSTEAD SHE DECIDED IMMEDIATELY THAT SHE “HATED” HELEN MILLER AND ANYTHING SHE STOOD FOR. SHE HAS DONE NOTHING TO ASSIST HELEN MILLER WITH AND THE COMPLAINTS WHICH LED TO MS.MILLER’S REMOVAL WERE RIDICULOUS AND THE GANG MEMBERS HAVE DONE MORE TO TAKE MS. TEBO’S TIME THAN MS. MILLER EVER DID. IT WAS A SHAM FOR THE GANG TO REMOVE HELEN MILLER AND IF MS. MILLER HAD NOT WON HER POSITION BACK, THE THREE APPALET JUDGES WOULD HAVE RULED IN HER FAVOR NOT JUST ONE. TONJA AND WILLIE DIDN’T EVEN UNDERSTAND WHAT “MALFEASANCE” WAS AND OBVIOUSLY THEY VOTED MS. MILLER OUT IN SPITE OF MS. MILLER ONLY ASKING FOR HELP. AND THE TOWN MANAGER IS SUPPOSED TO ASSIST COUNCIL MEMBERS PER THE CHARTER BUT MS. TEBO REFUSES TO SPEAK TO HER WHICH SHOWS WHAT A HORRIBLE HUMAN BEING SHE IS.
- Since it is important for everyone to have a common goal and work toward those common objectives, a Town manager must be skillful in developing a very strong vision that people can support. IT WAS MS. TEBO’S GOAL TO REMOVE ALL OF THE GOOD EMPLOYEES AND VOLUNTEERS. AT RHETT BULLARD’S REQUEST, MS. TEBO LIED ABOUT FORMER FIRE CHIEF KEVIN PITTMAN’S PERFORMANCE AND AS A RESULT WE LOST THE ONLY FIRE DEPARTMENT WE EVER HAD THAT WERE DETERMINED TO PROTECT THE CITIZENS OF WHITE SPRINGS. THERE ARE NO COMMON GOALS; CERTAIN BAD EMPLOYEES ARE FAVORED WITH BENEFITS AND SHE REFUSES TO FOLLOW THE LAWS OF THE STATE WITH RHETT BULLARD’S BLESSINGS.
- The Town Manager must be able to read a community so that the public may be comfortable with him or her. MS TEBO DOES NOT CARE ABOUT WHITE SPRINGS AND WILL ONLY WORK WITH COUNCILORS, NEVER SPENDING TIME TALKING TO THE PEOPLE OF WHITE SPRINGS ABOUT THEIR CONCERNS AND SINCE SHE HAS BEEN IN OFFICE, ROADS HAVE NOT BEEN FIXED; THE LIGHTING WHICH WAS WORKED ON PRIOR TO HER BEING MANAGER WAS NOT SPRED APART SO IT COULD HAVE LIT HIGHWAY 41 ALL THE WAY TO THE DOLLAR GENERAL STORE. EVEN WOODY WOODARD COMPLAINED THAT THE LIGHTING WAS SO CLOSE TOGETHER, ONE CANNOT MOW BETWEEN THEM WITH OUR LARGE MOWER. NOW SHE WISHES TO HELP SPENCER LOFTON WITH SECURING SOUTH HAMILTON ELEMENTARY (SHE) WHEN WE COULDN’T EVEN AFFORD THE ELECTRIC BILL FOR THE ECO CENTER AND IT WILL COST MILLIONS TO FIX AND WE WOULN’T EVEN OWN THE BUILDING AND THAT IS WHY ALL THE INVESTORS WANTED NOTHING TO DO WITH IT. LOFTON DOES NOT HAVE EXPERIENCE IN THESE MATTERS AND OBVIOUSLY TEBO HAS NO EXPERIENCE OR GOOD JUDGMENT. IT WILL COST THE TOWN PEOPLE MILLIONS OF DOLLARS AND ONLY INCREASE THE TAX BASE OR THE TOWN WILL USE LOFT MONEY IN LIEU OF FIXING THE ROADS.
- A Town Manager must be able to relate to a community and have good listening skills to feel the pulse of the community. This means being very involved in community events, by engaging in the community and making sure the organization does so as well. WHEN MS. TEBO IS AT COMMUNITY EVENTS SHE STAYS IN A CORNER NEVER SPEAKING TO CITIZENS WITH AN ANGRY LOOK ON HER FACE THAT SHOWS SHE DOESN’T WISH TO BE THERE. TEBO HAS NEVER HAD GOOD LISTENING SKILLS AND SINCE SHE WILL NOT LISTEN TO TWO OF THE FIVE COUNCILORS, IT SHOWS HER BIAS TOWARD NOT ONLY CONCILORS BUT THE PEOPLE OF WHITE SPRINGS.
- The Town Manager’s values, his or her personal values and the values of the organization you are leading have to be in line with community values. MS. TEBO IS NOT ETHICAL NOR DOES SHE CARE ABOUT THE VALUES OF THE TOWN. SHE IS NOT A LEADER BUT A DESTRUCTIONIST GETTING RID OF ANYONE OR ANYTHING THAT STANDS IN HER WAY.
- The Town Manager must be at the heart of the Town’s use of funds. The Town Manager is the one who proposes the allocation of resources. MS. TEBO HAS CONTINUALLY MISUSED FUNDS WITH THE BLESSING OF RHETT BULLARD, WHETHER IT IS TO PAY ATTORNEYS TO PROTECT HER REPUTATION OR TO JUST USE IT TO BENEFIT THOSE THAT RHETT BULLARD WISHES TO BENEFIT.
- A Town Manager must become an expert at time management using techniques to reduce interruptions and have ideas for refocusing. NONE OF THE EMPLOYEES WORK WITHIN THE FRAMEWORK OF TIME MANAGEMENT. THEY ARE SLOW AND LAZY FEELING THEY COME BEFORE THE CITIZENS. AND WHY SHOULD THEY BECAUSE MS. TEBO HAS NO MANAGEMENT SKILLS. SHE HAS SPENT MUCH OF HER TIME IN THE OFFICE WORKING ON HER OWN LAWSUITS AGAINST HER FORMER CITY MANAGER AND THE CITY OF DEBARY, SHE WILL TAKE A WEEK OR TWO WHENEVER SHE WANTS TO, SHE TAKES MOST FRIDAY’S OFF AND IN FACT FOR AT LEAST A YEAR, SHE WAS NEVER IN THE OFFICE ON FRIDAY’S AND IT IS CONTINUING WITH HER EITHER MISSING MONDAYS OR COMING IN LATE. SHE DOES NOT ABIDE BY HER CONTRACT AND DOESN’T FEEL SHE HAS TO SERVE THE PEOPLE OF WHITE SPRINGS. SHE FEELS SHE DOES NOT HAVE TO TALK TO EMPLOYEES OR CITIZENS UNLESS THEY ARE FAVORITES OR THE GANG OF THREE. SHE LOCKS HERSELF IN HER OFFICE AND COMMUNICATES ONLY BY EMAIL. WHAT SHE DOES ALL DAY, MOST PEOPLE WONDER.
- A Town Manager must know when to ask for help. He or she may use the people around you or ask willing citizens to assist when resources are short. Ask especially people who do something better than you do, tell them what you need and give them the opportunity to step up. TEBO NEVER CHOSES THE BEST PEOPLE TO ASSIST HER BUT ONLY THE PEOPLE SHE FAVORS WHO IN MOST CASES DO NOT HAVE THE AREA OF EXPERTISE NECESSARY SO NOTHING SPECIFIC OR NECESSARY EVER GETS DONE.
- The Town Manager must separate important issues from the urgent issues. TEBO HAS NO CONCEPT OF WHAT IS IMPORTANT OR WHAT IS URGENT. WHAT SHE CONSIDERS URGENT OR IMPORTANT ARE THE DICTATES RHETT BULLARD AND THE GANG GIVE HER.
- The Town Manager must not be afraid to change his or her mind. When more information is received and one realizes that he or she is wrong, not changing one’s mind would be worse. TEBO WILL NEVER ADMIT SHE IS WRONG AND SHE WAS VERY WRONG ABOUT REMOVING KEVIN PITTMAN AND ALL THE VOLUNTEER FIREFIGHTERS AND SHE HAS TO REALIZE THAT WHAT SHE AND RHETT BULLARD HAVE DONE IS LEFT IS TO HAVE NO FIRE PROTECTION FOR WHITE SPRINGS. BUT NEITHER MS. TEBO OR MR. BULLARD WILL ADMIT THEY HAVE MADE A MISTAKE AND WE NOW HAVE TO DEPEND ON THE GENOA FIRE DEPARTMENT. MS. TEBO AND MR. BULLARD HAVE FAVORED STEVE STITH WHO IS NOT A FIREFIGHTER I OR FIREFIGHTER ii CERTIFICATE HOLDER AND ANDREW GREENE WHO MEDICALLY CANNOT FIGHT A FIRE BUT IS GIVEN A FIRE DEPARTMENT SUV FOR HIS PERSONAL USE. IN THE MEANTIME THE WHITE SPRINGS RESIDENTS DO NOT HAVE A FIRE DEPARTMENT TO PROTECT THEM AGAINST FIRES.
- The Town Manager fights to make certain the resources are there and takes the initiative to reduce local costs OUR RESOURCES HAVE BEEN DEPLETED IN WHITE SPRINGS SINCE MS. TEBO AND MR BULLARD HAVE TAKEN OVER INCLUDING NO FIRE PROTECTION, NO EMERGENCY PROTECTION, NEUTERED POLICE, AND COSTS HAVE INCREASED IN LIEU OF DECREASES WITH PLANS TO COST THE CITIZENS MILLIONS OF DOLLARS MORE SINCE BULLARD AND TEBO DID NOT ACT ON OUR WASTEWATER TREATMENT PIPING AND FACILITIES REPAIRS AND WANTING PIE IN THE SKY SHE TO HAVE AS THE TOWN’S WITH MILLIONS OF DOLLARS IN REPAIRS.
- A Town Manager must keep the entity fiscally strong. If money needs to be borrowed, the Town Manager fills in the gaps between tax receipts and improved bond ratings, keeping interest rates down in short term and long term loans. WHITE SPRINGS IS NOT FISCALLY STRONG AND IT COULD TAKE JUST ONE OR MORE EVENTS TO MAKE US BANKRUPT BECAUSE THE GANG AND MS. TEBO DO NOT KNOW HOW TO HANDLE MONEY AND EVEN OUR BUDGET WAS DONE IN A MANNER WHICH BENEFITS CERTAIN PEOPLE WHILE TAKING AWAY MONEY FROM THE CITIZENS.
- The Town Manager is a professional rather than political appointment, and that good experience in one community can be carried over to the next. A Town Manager must be able to identify problems so he or she knows what to do. MS TEBO DOES NOT KNOW HOW TO IDENTIFY PROBLEMS AND REFUSES TO ADMIT THERE ARE PROBLEMS, JUST LIKE RHETT BULLARD. SPENCER LOFTON STATES SHE IS PROFESSIONAL WHEN MEETING WITH DEVELOPERS, BUT WHAT DEVELOPERS WOULD WANT TO INVEST IN WHITE SPRINGS WHICH DOES NOT HAVE AN ADEQUATE POLICE DEPARTMENT AND NO FIRE DEPARTMENT. TEBO DOES NOT ACT LIKE A LEADER NOR DOES SHE APPEAR PROFESSIONAL ESPECIALLY WITH HER WHINY VOICE AND EMOTIONAL PERSONA.
- A Town Manager manages results not how one manage the why. If a Town manager has a clear objective of what is wanted, that will work. MS. TEBO IS A PUPPET OF RHETT BULLARD AND DOES NOT HAVE CLEAR OBJECTIVES OF WHAT IS WANTED BECAUSE NEITHER LISTEN TO ANYONE AND ESPECIALLY CITIZENS OF WHITE SPRINGS.
- A Town manager must be seen in public, be engaged and involved with the various programs and clubs. The Town manager is the human face to the entity he or she represents. TEBO HAS NEVER STOPPED AT A BUSINESS OR TALKED TO PEOPLE ON THE STREET. SHE LOCKS HERSELF IN HER OFFICE AND EMAILS PEOPLE. WHEN ATTENDING EVENTS SHE STANDS IN A CORNER AND IS NOT INVOLVED AS A MANAGER SHOULD BE.
- The Town Manager’s role is to keep employee morale up at all time and to create a place, an ambiance, where people feel they are contributing. TEBO NEVER KEPT EMPLOYEE MORALE UP AND WHEN THERE WERE COMPLAINTS OF A HOSTILE WORK ENVIRONMENT, SHE DID NOTHING TO CHANGE IT EXCEPT FIRE GOOD EMPLOYEES LIKE ANITA RIVERS. SHE DOES NOT MAKE EMPLOYEES FEEL GOOD ABOUT WORKING AT TOWN HALL BUT RATHER CRITICIZES EMPLOYEES EXCEPT FOR THOSE WHO ARE FAVORED BY RHETT BULLARD.
- The Town Manager must be fair so that you earn the respect of people by setting an example FAIRNESS IS NOT IN MS. TEBO’S VOCABULARY. SHE BENEFITS CERTAIN PEOPLE AND TREATS OTHER PEOPLE POORLY.
- A Town Manager cannot rely on one person to do it all. It must be a team effort. If he or she sets an expectation as a “modus operandi” for your immediate staff, he or she will accomplish a team effort. THERE IS NO “I” IN TEAM AND WITH MS. TEBO IT IS JUST “I”. SHE DOES NOT HAVE THE ABILITY TO HAVE PEOPLE OFFER TO ASSIST IN A TEAM EFFORT BECAUSE SHE IS REALLY VERY NASTY EXCEPT TO THE GANG.
- A Town Manager must be familiar with the Town Charter, all ordinances and the laws of the State and must follow them. NO MATTER HOW TONJA, RHETT AND SPENCER RATED HER, SHE IS NOT FOLLOWING THE TOWN CHARTER, THE ORDINANCES OR THE LAWS OF THE STATE. SHE FAVORS CERTAIN EMPLOYEES BY ALLOWING EDUCATIONAL CLASSES AND OTHERS, LIKE IN THE CASE OF ANITA RIVERS, SHE WOULD NOT ALLOW HER TO GROW BECAUSE SHE CAN ONLY WORK WITH PEOPLE WHO SHE FEELS ARE MORE IGNORANT THAN SHE. YET, WHEN IT HAS BEEN SHOWN SHE IS NOT FOLLOWING THE LAW, SHE IGNORES THOSE COMMENTS BECAUSE SHE IS ALWAYS RIGHT IN HER MIND.
- It cannot be just a job for a Town Manager. A Town Manager must take ownership and be a stakeholder, not just go to sleep and work for the Town. Love your job every day and change the Community and the world.
THIS TOWN MANAGER ONLY LOVES VOLUSIA COUNTY AND IS WORKING FOR WHITE SPRINGS FOR A PAYCHECK WHILE ATTEMPTING TO SUE DEBARY AND SECURE A JOB IN THE COUNTY IN WHICH SHE RESIDES.
- A Town Manager must ask staff what they do and what staff believes is a waste of their time. Question reports that collect data which is never used. In other words the Town Manager eliminates unnecessary work from the workplace. TEBO LOVES INCOMPETENT EMPLOYEES AND IN THAT MANNER, SHE CAN DO WHAT SHE WISHES AND WHAT RHETT BULLARD DICTATES. MS. TEBO CANNOT WORK WITH ANYONE WHO MAY QUESTION HER BECAUSE SHE KNOWS IT ALL IN HER MIND.
- A Town Manager must get rid of people who do not share the vision, mission and passion of the entity because they will cost you in the long run. Hire the right people. TEBO KNOWS HOW TO GET RID OF THE BEST AND BRIGHTEST AND RETAIN THOSE WHO ARE INEFFICIENT AND UNEDUCATED BECAUSE SHE FEELS BEST WHEN SHE IS SURROUNDED BY THOSE WHO DO NOT HAVE HER EDUCATION, BECAUSE THEY WILL OWE HER AND DO ANYTHING SHE ASKS EVEN IF IT IS ILLEGAL AND ILLICIT.
- A Town Manager must hire the best and smartest people he or she can find and brainstorm with them to solve problems. Give your staff the tools they need, delegate and allow them to do their job. THIS IS DEFINITELY NOT MS. TEBO. SHE DOESN’T WANT ANYONE’S IDEAS, SHE DOESN’T WANT SMART PEOPLE WHO THREATEN HER AND SHE LOVES TO MICROMANAGE RATHER THAN DELEGATING TO HER STAFF, WHICH CURRENTLY DOES NOT HAVE THE BRAIN POWER TO DO ANYTHING ON THEIR OWN. AND WE THE CITIZENS HAVE TO PAY FOR THIS INEFFICIENCY.
- A Town Manager must be an excellent communicator not only being able to go before a large audience but to talk at council meetings SHE IS A POOR COMMUNICATOR AND IS NOT ABLE TO GO BEFORE A LARGE AUDIENCE WITH HER WHINY SOFT VOICE WHICH MOST PEOPLE HAVE DIFFICULTY HEARING. PART OF HER JEALOUSY OF MS. MILLER PROBABLY IS THE FACT THAT MS. MILLER CAN SPEAK TO LARGE AUDIENCES AND ARTICULATE WHAT IS NECESSARY BUT MS. TEBO WILL HAVE NOTHING TO DO WITH MS. MILLER.
- Again the Town Manager must develop good listening skills. The Town Manager has been hired to listen. When people bring issues to his or her attention, he or she should not start by telling them what to do but rather listen to them. That is a difficult task since we are always under the illusion that we know the answers. A Town Manager must be able to analyze and receive new information. TEBO WILL LISTEN TO NO ONE AND HAS NO LISTENING SKILLS WHATSOEVER. EVEN WHEN THE HAMILTON COUNTY BOARD OF COMMISSIONERS HAVE SAID WE EITHER SIGN THE CONTRACT OR WE DON’T SHE CANNOT STAND UP TO RHETT BULLARD OR SPENCER LOFTEN TO SAY, WE EITHER GET A FIRE DEPARTMENT WITH KEVIN PITTMAN OR THE COMMISSIONERS WILL NOT PAY US ANY MONEY BECAUSE THE COMMISSIONERS ARE TIRED OF NEGOTIATING SOMETHING WHICH WHITE SPRINGS WANTS WHEN THE CONTRACT IS FAIR AND JUST. IF WE DON’T WISH TO GET PAID, THEN DON’T SIGN THE CONTRACT. WHAT IS GOOD FOR JENNINGS SHOULD BE GOOD FOR WHITE SPRINGS.
I REALLY TAKE OFFENSE TO WHAT SPENCER LOFTEN STATED ABOUT HELEN MILLER IN HIS EVALUATION. STACY TEBO STOOD HER GROUND BECAUSE SHE LIED ABOUT HELEN MILLER BECAUSE SHE CAN’T STAND HER AND BECAUSE RHETT DID NOT WISH HELEN MILLER STANDING UP FOR THE CITIZENS AND EXPLAINING HOW THE GANG HAS NOT FOLLOWED THE LAW. SPENCER LOFTON IS IGNORANT AND DOESN’T REALIZE THAT RHETT BULLARD WANTED HIM IN AS HIS PUPPET AND THAT IS ALL SPENCER LOFTON IS. SPENCER LOFTON WOULD RATHER SPEND TIME WITH EXTORTIONISTS LIKE BEFAITHFUL THAN STICKING UP FOR THE PEOPLE OF THIS TOWN. ALL LOFTON PROVIDES ARE FALSE PROMISES AND INSTEAD OF TRYING TO GET SHE WHICH WILL COST US MILLIONS OF DOLLARS, WHY DOESN’T HE FIGHT FOR A FIRE DEPARTMENT AND GET RID OF THE FAVORITISM OF CERTAIN PEOPLE. I HAVE NO RESPECT FOR HIM.
FURTHERMORE WHEN WE MET WITH SPENCER LOFTON OVER A CODE ISSUE WHICH DUKE ENERGY SAID SHOULD BE HANDLED BY THE TOWN, HE DID NOTHING TO HANDLE IT BUT JUST PASSED IT OFF. IF YOU WANT AN EXAMPLE OF WHERE A CERTIFIED FIREMAN MAY BE NEEDED WITH A MEDIC, THINK ABOUT OUR COMPLAINT AND HOW THE TREE WILL FALL ON THE POWER LINES, BREAKING THE LINES AND CAUSING INJURY OR DEATH TO THOSE WHO MAY BE IN THE VICINITY. WHAT A BUNCH OF LOSERS WE HAVE RUNNING THIS TOWN AND I AM REFERRING TO THE GANG OF THREE. THEY DO NOT BELIEVE THEY HAVE A FIDUCIARY RESPONSIBILITY TO THE CITIZENS OF WHITE SPRINGS.
