Is one act discriminatory and the other not?

Okay, Tommie Jones called Joe a “Racist” because Joe desired a background check. Previously although background checks were made of applicants, the ones actually hired had no background checks…so to Mr. Jones that would be considered Discriminatory.

What I question is what is the difference then between the Council or Mayor desiring to make Mr. Jones’ Interim Town Manager Duties “Light” into comparison with other Interim Town Manager’s full Town Manager responsibilities (i.e. Shirley Heath; Robert Townsend etc.). Is it not considered discriminatory that one Interim Town Manager gets full responsibility and another Town Manager get’s only light responsibilities and is controlled by a council member which is against the Charter?
