GENOA INDUSTRIAL PARK; A TURNKEY OPERATION
The Mayor requested our Town Manager Tommie Jones check out the Genoa Industrial Park. Mr. Jones met with Hamilton County Coordinator Louie Goodin who stated Hamilton County is bringing up everything up to speed. It is a Turnkey operation and they will handle it for six months. There will also be a new buyer of 98 acres but we have no information on that yet.
Michael Whitehead of J & S Accounting and Tax Jacksonvile, Florida to be hired to straighten out our finances and provide White Springs with Internal Controls
- Councilman Tom Moore referred the White Springs Town Council to be in contact with Michael Whitehead of J & S Tax Accounting. Michael Whitehead, Partner of J & S Tax Accounting has been assisting Hawthorne and Waldo with financial data.
Town Manager Tommie Jones and Mayor Helen Miller met with Michael Whitehead who is direct, outspoken and is willing to take White Springs On to assist us with Internal Controls and recommendations. He is also familiar with water and wastewater facilities and realizes White Springs is a small Town with limited people but will be able to allocate people and educate councilors into finance as well as future councilors, elected officials and staff. Mr. Whitehead is straight forward and doesn’t hold back his speech. Instead of a Contract, a Letter of Agreement will suffice and there will be no problems if either party cancels. He charges $80 an hour and $35 an hour for travel and has Tuesdays and Fridays open. He will be assisting White Springs two days a month which comes to $1,280 plus $210 for travel or a total of $1,490 a month.
Mr. Whitehead requires office space while he is working in White Springs and Mayor Miller requested that Manager Jones speak to Ray Vaughn about sharing his office with Mr. Whitehead. (I believe this is a bad idea because Mr. Whitehead works with finances and should have an office no one else has access to. Couldn’t Vaughn work out of the fire station?)
Although QuickBooks provides balance sheets, it apparently does not provide separate balance sheets for the General Fund, the Enterprise Account and Local Option Fuel Taxes so it was suggested we pay the $90 and get the software.
Councilman Tom Moore made a motion to hire J & S Accounting and Tax and to provide a letter of Intent and Councilman McKenzie seconded it. It was unopposed. (with Councilwoman Tonja Brown not attending the meeting)
Town Manager Jones checked into Information Technologies. We have one server costing $150 and six desktops and laptops in the office for which $270 is charged for a total $420 a month with the Police Department with an additional $510 for the Police Department Computers. Manager Jones stated the $930 a month we pay provided many benefits including ransomeware and site storage. However, the discussion changed to the e-mails which have been sent to various people which have viruses and Mayor Miller told the Town Manager that he has to get tough with Information Technologies and explain what is happening to us.
TOMMIE JONES IS NOT A CONSULTANT BUT THE RIGHTFUL TOWN MANAGER OF WHITE SPRINGS BY FL STATUTE SO WHY IS IT THAT COUNCIL MEMBERS KEEP TELLING HIM HOW TO DO HIS JOB AND WHAT TO DO. THEY HAVE TAKEN AWAY ALL HIS DECISION MAKING POWER AND THAT IS WRONG. THAT IS NOT THE LEGAL TOWN MANAGER/WEAK MAYOR COUNCIL FORM OF GOVERNMENT.
