SUBJECT: ESTIMATED COST TO UPGRADE THE PROPOSED CARVER COMMUNITY CENTER TO A HURRICANCE EVACUATION SHELTER

Per the request of the Town Council, North Florida Professional Services, Inc. (NFPS) has reviewed the Florida Department of Emergency Management’s (DEM) criteria for hurricane evacuation shelters. The main criteria are as follows: maintain full structural integrity with no breaches in any of the building components for 160 mph wind speeds, protected from flooding (must be two feet above the base flood elevation (BFE), must provide standby generator capacity to maintain the functionality of the facility for at least 72 hours. 

Below is a breakdown of the estimated cost for the enhancements necessary to meet the basic requirements of a hurricane evacuation shelter: 

$20,000.00 

Site Enhancements: 

(includes additional fill and upgraded drainage facility to accommodate raising finished floor to two above the BFE). 

Building Enhancements 

$39,000.00 (includes increased structural capacity of the building framing and foundation, and enhancements to the roof system, doors and windows). 

Standby Generator 

(48kw diesel powered generator) 

$32,000.00 

The total cost of all enhancements required to upgrade the proposed facility to a hurricane evacuation shelter is $91,000.00.
