Today is Thursday, August 2nd, Day 99 of the Rhatt Pack Watch.
In April, Spencer Lofton was elected to the Town Council for the first time. However, he had served two short stints previously. In 2010, when Mayor McKire retired and then Town Council selected and appointed Lofton to serve out the remainder of McKire’s term. At that time, Lofton exhibited some understanding of issues before the Council. Shortly after his appointment, due to a conflict of interest with his Council responsibilities Lofton resigned and pursued other work.
In October 2017, Lofton was selected by the Ratt and “Gang of Three” members Mindless “Splain it to me” Tanja and “Sellout” Willie subsequent to the forfeiture of Council Member Miller’s seat, for a second stint. He immediately fell into the “Gang of Three” plus one voting block. He no longer exhibited any understanding of issues before the Council. Since his election to the Council and his “Show” installation as Mayor, Lofton has followed the lead and voted with the Ratt 100% of the time, as do all “Gang of Three” members. Due to the incompetence, unethical behavior, and illicit activities of the Rat infested Town Hall and Administration, there are almost too many problems to count. So let’s take a look at Lofton’s track record.
It appears that in record time, Lofton has run into ethical problems himself. According to the Florida Commission of Ethics, they have received numerous ethics complaints concerning Lofton’s actions. Here are a couple:
- The Town council and Town Manager received a complaint from an employee of the Town indicating that his duties were being interfered with by Town Council Member Tonja Brown Lofton, who is a very close personal friend and beholding to Brown for his seat on the Council, violated Town Charter provision 203 and 3.02 by not ordering a hearing to investigate and try Brown for malfeasance, misfeasance and other crimes related to this interference. (In addition to ethics violations, it should be noted, the Town was notified recently it faces a separate Civil Lawsuit regarding Lofton’s infraction. However, we now hear, the evidence has been erased from the Town Tapes as have all citizen complaints or comments…more violations. The violations against him just get better and better better)
- When earlier this year, Mindless interfered in the duties of then Code Enforcement Officer, John Davis, the Town received a complaint. Lofton on his own and in violation of at least four separate aspects of the 2018 Florida Statutes, Title XIX-Public Business, Chapter 286 – Public Business: Miscellaneous Provisions, Section 286.011 – Public meetings and records,; public inspection; criminal and civil penalties undertook in an “Out of the Sunshine ” Investigation and declared Mindless did nothing wrong. Each violation carries a penalty of 60 days and $500.
Lofton’s not off to a very good start as a Council Member or Mayor. If Lofton understood any issues White Springs is facing, one would expect he would work to improve life for the Town’s residents. Quite to the contrary.
Lofton apparently believes, as does the Ratt, “rank has its privileges”. Lofton has been informed by his other half (Guess we know who wears the pants in the Lofton family. Go girl, Lesa) that he cannot play Mayor from home. Lofton’s highest priority has been to have an office in Town Hall, something no Council Member or Mayor has previously had and something available space does not favor.
And you know those streets, filled with potholes, each of us drive on every day, Lofton has had the potholes in the section of Bridge Street between his residence at Bogger Bottom and Town Hall filled at an apparent cost of $3,100. Given it’s only $110 per ton for cold fill asphalt and it required far less than a ton, he’s pretty loose with your money. Oh yeah, he didn’t bother to have any of the potholes on your street repaired either.
Also, he has taken no action to rid the Town of the Fire Chief and Fire Marshall who get paid to do nothing and restore a working Fire Department.
He’s doing nothing to resolve the sanitary sewer rehabilitation and upgrade funding problems he helped create.
He’s part of the problem that stole about $500,000 of restricted transportation funds from you. And yes, apparently he’s been present and knowledgeable about the embezzlement of well over $100,000 of your funds.
