I don’t know what the council is thinking and why our Attorney doesn’t realize but Tommie Jones as a consultant and not an employee does not have the right to make decisions on behalf of the Town. Our CPA doesn’t make decisions; our Attorney does not make decisions, without discussing and providing information with and to the Town Council. The one thing that our Attorney changed was that the council DELEGATES TO AND AUTHORIZES Mr. Jones but that does not fall within the Council/Town Manager form of Government and this is a poor excuse of an agreement and IS NOT A TOWN MANAGER “CONTRACT” but an agreement only which is not binding as a contract is and the contract is required under the Charter.
The attorney now did not stipulate in the agreement that Tommie Jones is a consultant (nor prior) only that he is the President of Countyline Design Business Services, Inc. has the knowledge and work experience which makes him a logical fit for the position of Interim Town Manager, so in a sense they have skirted the issue.
This was never approved by the council but was to be brought up at the May 12th meeting, so was this done….out of the sunshine.
MEMORANDUM OF AGREEMENT
This Memorandum of Agreement is entered into this 8th day of April, 2020 by and between Countyline Design Business Services, Inc. and the Town of White Springs.
Purpose. The Town of White Springs is in need of someone to serve as Town Manager on an interim basis until the Town identifies and hires an appropriate candidate to serve as the full time Town Manager. Tommie Jones, the President of Countyline Design Business Services, Inc. has knowledge and work experience which makes him a logical fit for the position of Interim Town Manager. Accordingly, this Agreement serves to outline the terms and conditions governing Mr. Jone’s service as Interim Town Manager for the Town of White Springs.
2. Roles and Responsibilities:
A. Tommie Jones agrees to:
serve as Interim Town Manager from the Effective Date of this AgreemenT through May 12, 2020;
Work 20 hours per week consisting of 10:00 a.m. to 2:00 p.m. Monday through Friday
accept $25 per hour for all hours worked
B. The Town of White Springs agrees to:
pay Mr. Jones $25 per hour for all hours worked;
delegate to and authorize Mr. Jones to perform all duties and responsibilities afforded by the Charter.
