Stacy Tebo advised in her deposition that the City Manager gave Warren Graham an 8% raise when others received 3% and Stacy felt it would cause friction with the other clerk Ms. Hutchinson. Stacy said there was no reason for it, the City Manager did not articulate why and the folder had nothing in it. The attorney asked Stacy about whether personnel files were available for access by employees and her answer was “Well, it’s a public record”. Stacy said that people could sit in her office where the cabinet was right next to her and they could just flip through the files, if they wanted to. Later Stacy trained the clerks into paycheck software and the clerk was very upset that he got the raise. She also believed Ms. Hutchinson was upset that Warren started at a higher wage when she worked more than one job.
Stacy loved to e-mail others but when it came to her City Manager she thinks she talked to Mr. Parrot and he brought her the posted note with the personal action form and told Stacy to process it. She said others would question it if they knew he received 8% and they received 3%. She said he never communicated what he was thinking except that he preferred working with males because Stacy never heard him make derogatory comments about males the way he did about females.
The attorney had Stacy Tebo confirm that she is the City Manager for White Springs and asked whether there had been any EEOC charges or discrimination charges made against the City. She said there have been no EEOC Charges against the town but there was a discrimination complaint made to the council only by e-mail. She then advised Anita Rivers, a former administrative assistant for whom Stacy terminated her employment made the charge. The complaint was made on March 27, 2017 and to her knowledge no charge was filed with the EEOC. Stacy Tebo’s attorney Ms. Chapman then added that the Town was too small and do not have enough employees. Stacy confirmed there was an investigation performed by the town attorney and an outside attorney not associated with the town or the town attorney’s firm. His name is Robert Larkin, and no wrongdoing was found. She admitted she was the focus of the complaint. When the report was finalized it was placed on the town council’s agenda with resolution that it was prepared by the town attorney to adopt the findings and accept them SHE DID NOT MENTION HOWEVER THAT THERE WAS NO COUNCIL APPROVAL AND THAT TWO COUNSELORS FOR CERTAIN DID NOT KNOW THAT THIS INVESTIGATION HAD TAKEN PLACE FOR $25,900 OUT OF THE TOWN BUDGET.
Of course Stacy was asked about a newsletter or website and she wished to go off the record. He then said “There’s a blog, thank you, called the White Springs Journal and it is just a Blog?. To which Stacy replied “Correct”
Next she discussed how difficult her job was with the many public records which were required and the computer problems she faced to ascertain the public records were received by those who requested them. She had multiple excuses for why things happened or why they could not be resolved and said she never held back e-mails as her City Manager blamed her for. Apparently after she was terminated Eric had to request her password and she did not remember what her gmail password was exactly. She said if you use anything Google you have to have a Google address and password.
She also shared a folder with someone so they could receive e-mails saying, City of DeBary has shared whatever folder with you.
Now Stacy discussed Dan Parrott’s sexist comments. He referred to women as being catty, especially his mother-in-law. If people were talking and he’d walk past he would say, “you women are so catty” when he had no clue about what they were talking about. He called Stacy emotional on multiple occasions when she was upset with someone who made a serious mistake.
When asked whether Stacy was being emotional, she said she didn’t think so but said that if you bothered him in any kind of way or asked him to do something about anything, then you were being emotional. She explained he came from a finance background and normally finance directors are not people people; they’re not friendly to people, mainly they like to do their work and they’re not known as talking to others as freely as say maybe an HR director would be. I DID NOT SEE STACY’S PSYCHOLOGY DEGREE. Stacy continued that “I don’t think he liked what I am saying especially when it involved any kind of conflict or personnel matters. He would rather just not be bothered. And he felt if he ignored it, then it would go away. Besides Catty, and emotional he said there was too much estrogen. She also said “I think” he made it a few times about not hiring women. He also called women bitches because that is the reference made to Stacy and Kassandra. “You know, you guys are just bitches, and that’s why everybody downstairs hates working here. Women are always bitching about something”. But Stacy said “He never said, Stacy, you’re a bitch, that she could remember.”
Then Stacy said he called Kassandra Blissett a “county whore”. Although she said she could not hear what went on in Mr. Parrott’s office, she said he had a table by the door where she could hear and she overheard it. Ms. Blissett was talking to Stacy about things he was saying. When he asked whether she spoke to Ms. Blissett about the circumstances Stacy said he was saying some of the same kind of things about council members and their view of her ,trying to lead her to believe they’re dissatisfied with her and she was really good at networking and dealing with people at the county or other cities. The attorney summed it up “You heard the term, she was upset about the term, the actual reason or the basis of where the term came from, you’re not certain?” To which Stacy concurred she was not certain.
At some point since Stacy brought up these complaints and retaliation, the Attorney said “How about to you. What, if anything, did he do to you through the course of your employment would you consider discriminatory or retaliatory?” Stacy said the retaliation didn’t come up until the very end and she felt that the e-mail that he sent on March 19th telling her she was inappropriately searching e-mails and taking away her duties was retaliatory because that was a few days after she had sent her letter to the EEOC and when Kassandra was laid off on March 9th.
Stacy said she was no longer the records management liaison due to what he said was inappropriately searching e-mails and then on April 1, the city council, at a meeting appointed Mr. Parrott to be the City Clerk and she didn’t know why. Stacy called Counselor Rick Dwyer and asked him why he made the motion because Dwyer had always commented that Stacy did such a good job. He told Stacy he really couldn’t talk about it because it was part of the executive session they had before the meeting. Then Stacy sent an e-mail to Dan Parrott and Kurt Ardaman, the city attorney asking them whether she would have a reduction in pay following the designation of him being the city clerk. The response was that Stacy was to continue doing everything that she had been doing except for signing any kind of documents as the city clerk and there would not be any change in her pay.
Stacy tebo admitted she is under contract with the Town and has continued to look for work since she left the City. When asked if she had any job offers she said, “I wish. I did have an interview finally with the Alachua County Supervisor of Elections, I think that was in June and it went very well, so I was very disappointed I didn’t get it, but that had been the first interview that I had had in a year.
Stacy advised that her clerk’s training in June and the academy in October provided her with training for HR duties. She stated it provides finance or whatever. When she was asked again about HR courses, she said occasionally they would rotate what they offered so they weren’t giving you the same thing.

After accusing her City Manager of Prior Acts which were not like the complaints made by Stacy and Kassandra, she kept saying she did not know.
The attorney asked whether Stacy sought any psychiatric, psychological counseling related to the incident in this case, the incidents in this case? To which Stacy replied No. When she was asked whether she was taking any medication, she said yes. And the Attorney said “Are you taking any medication that might have affected your ability to recall testimony you’ve given here today and she said no. Stacy then said she started taking Xanax around the time she was terminated and she continues to take it. She was asked who prescribes it and she said she got it from Dr. Gallas in Orlando. And because she works so far away she hasn’t been able to see him. She asked her other doctor, Dr. Lopez for that a few months ago. She also asked Dr. Gallas for Bupropion the generic name for Wellbutrin. And now she takes it. Dr. To. T-o has been prescribing that to her because she can see him on Saturdays and he is in Winter Park. The attorney then asked if any of the physicians, Gallas, Lopez, Cintron, To, are any of them psychiatrists and Stacy answered No. She said two are general practitioners and one of them is a gynecologist. The last time Xanax was refilled was a few months prior when Stacy met with Dr. Lopez. She said it is something she must take as necessary about 30 to 60 pills. She said it’s not something you take every day. It helps her sleep at night.
WHAT A STORY! ON HER STATEMENT IN THE RIVERS’ CASE SHE TOOK OPIODS OR GENERIC PERCOSET AND RATHER CHIEF TRACY THOUGHT THEY WERE OXY CODENE OR AN OPIOiD. I KNEW THEY WOULD ASK HER IN DEBARY BECAUSE WE DID PROVIDE THEM WITH STACY’S STATEMENTS AS WELL AS PROVIDING STACY’S ATTORNEY WITH THE INFORMATION. SHE MAY BE COVERING BUT WE KNOW SHE IS A LIAR.
I personally have never met someone who can lie constantly like Stacy.
