Awaiting Decisions on Lake City’s Town Manager position

Seven contenders are vying for the Lake City manager position as of March 10, 2018, each boasting a diverse range of skills and experience.

Among them is our former manager Bill Lawrence who would be an excellent pick.  At least his experience could be utilized well and his spouse could be near her parents.

Ms. Tebo also is an applicant and although her resume is UNBELIEVABLY  top notch,I really hope she gets the job and leave’s White Springs.

Bill Lawrence was paid $11,000 less than Stacy Tebo and did one heck of a great job.  But he will never come near White Springs Again and he could not wait to leave.  As he said, WS is far worse than a Good ole boy problem.  That has been exemplified by our Town Attorney also leaving and no valid attorneys applying.

Lake City Manager Wendell Johnson is retiring June 1. Johnson, who has held the job for nine years, submitted his resignation 
The City Manager is appointed by the City Council and holds office strictly at the pleasure of the Council. The Manager is responsible to the Council for the efficient administration of all administrative and business affairs of the City. In carrying out this responsibility, the Charter provides that the City Manager shall have the following authority and responsibilities: 

  • To see that the laws and ordinances of the City are enforced.
  • To appoint and remove all subordinate officers and employees of the City, with the exception of the City Attorney and City Clerk.
  • To exercise control and direct supervision over all departments and divisions of the municipal government.
  • To recommend to the City Council for adoption such measures, as may be deemed necessary or expedient in the interest of the City.
  • To keep the City Council fully advised as to the financial condition and needs of the City and to submit for its consideration an annual budget.
  • To represent the City in its relations with the public, the press, and other governmental entities.

Wendell Johnson was appointed as City Manager of Lake City on July 6, 2009.   He is a native of Bainbridge, Georgia and he and his wife Diane have two children and seven grandchildren.  Mr. Johnson is Vietnam Veteran and retired in 1989 as a Senior Master Sergeant following 20 years service in the United States Air Force.  His City Management career began in 1990 as a planner with the City of Crestview, Florida and he previously served as the City Manager of Graceville, Chipley, and Clewiston, Florida.   Mr. Johnson holds a B.S. in Business Administration along with extensive educational accomplishments awarded during his 20-year Air Force Career.  His management background includes extensive experience in city finance, utilities administration, grant writing, human resources, growth management, capital facilities planning, economic development and construction project management.

The City of Lake City is accepting applications for the position of Airport Lineman at the Lake City Gateway Airport. This position requires routine work in fueling and parking aircraft and other related airport duties as directed.

Ideal candidate will have knowledge of the techniques and procedures of fueling and parking aircraft and general knowledge of safety practices.  Applicant must have the ability to follow written and verbal instructions and perform manual labor.  Applicant must have the ability to calculate and measure and operate mid-size fueling equipment.

Minimum Qualifications:

Applicant must have a high school diploma or general education diploma (GED) and one (1) year fuel line experience. Possess a Class “B” Commercial Florida Driver’s License or have the ability to obtain. Applicant must have a valid Florida driver’s license and will be required to pass a background check, pre-employment physical and drug screen.

POSITION TITLE:  CERTIFIED BUILDING OFFICIAL / DIRECTOR OF GROWTH MANAGEMENT

PAY SCALE:          51,264.13- 82,263.88 

Applications are now being accepted for the position of Building Official for the City of Lake City.   This is an administrative and field work position directing and managing the activities of the City Growth Management Department.  Under the general supervision of the City Manager, employee is responsible for administrative and supervisory work directing the Building and Zoning activities including inspections, permit issuance and licensing activities.  Plans, directs and exercises supervision over the administration of the City Comprehensive Planning and Land Development Regulations and the work of the City’s Code Enforcement Officers.   Performs other related duties as required and assigned by the City Manager.

Applicant must be certified under F.S 468 as a Certified Building Official/Building Code Administrator and be licensed in the State of Florida. Applicant that has certification and licenses under F.S.468 and by the State of Florida in multiple categories is preferred.  The selected applicant shall have a minimum of five (5) years’ experience operating or assisting with the operation of a Building Department with a minimum of five (5) years management or supervisory experience.  Applicants having an additional (5) years of experience working as an inspector, plans examiner, a construction superintendent or in the construction field is highly desired.  The selected applicant must have strong customer service, management, organizational and communication skills.

Applicants having any combination of education and experience equivalent to Bachelors or Master’s Degree with major course work in engineering, architecture or related field and extensive experience in building, electrical and zoning code enforcement and inspections work may be considered in addition to the Building Code Administrator license.

Applicant must have a High School Diploma or a General Education Diploma (GED), possess a valid Florida driver’s license and successfully complete physical and drug screen requirements.

Minimum Qualifications:

Applicant must have a high school diploma or general education diploma (GED) and must have a valid Florida Driver’s License.  Applicant must be able to obtain a valid Florida Class “B” CDL within six (6) months of employment.  Applicant will be required to pass a pre-employment physical and drug screen.

This is skilled work related to the City’s collection system.  Preferred applicant will have knowledge of the operation, maintenance, and repair of collections system and respective components;  knowledge of methods, materials, equipment, and techniques used for the maintenance of existing collections system as well as future extensions;  Preferred applicant will have the skill to use and operate all standard mechanical tools/power tools/heavy equipment (i.e. street saw, tapping machines, locators, back-hoes, excavators etc.); and the ability to establish and maintain satisfactory relationships with the general public. 

Minimum Qualifications:

Applicant must have a high school diploma or general education diploma (GED) and have the ability of obtaining a Class “B” Commercial driver’s license with in six (6) months of employment.  Applicant must be able to obtain a Class “C” Wastewater Collections Certificate with in two (2) years and Flagging Certification with in one (1) year of employment.

The City of Lake City is accepting applications for the position of Natural Gas Technician I. This is skilled work related to City’s natural gas distribution system. Preferred applicant will have knowledge of the operation, maintenance, and repair of natural gas distribution systems and respective components and knowledge of methods, materials, equipment, and techniques used for the maintenance of existing natural gas distribution systems as well as future extensions. Preferred applicant will also have the skills to use and operate all standard mechanical tools, power tools and heavy equipment and have the ability to establish and maintain satisfactory relationships with the general public. All applicants must be able to maintain the minimum qualifications as required by Federal Department of Transportation and Florida Public Service Commission.

Minimum Qualifications:

Applicant must have a High School Diploma or equivalent, and have the ability complete Operator Qualification Modules. Applicant must acquire the Basic MOT within two (2) years and obtain Flagging Certificate within six (6) months. Applicant must have a valid Florida driver’s license and will be required to pass a pre-employment physical, drug screen and background check.

The City of Lake City is accepting applications for the position of Firefighter/ Emergency Medical Technician (EMT).  This positions consists of entry level firefighting duties of a varied nature under the direction of a superior officer.

The ideal candidate will have knowledge of the street locations, geography and various types of construction in the City; knowledge of the various types of fire hazards of the City; knowledge and skill in the use of emergency medical treatment practices; and knowledge of firefighting techniques, policies, procedures and practices. This applicant must possess the ability to learn and perform many and varied firefighting techniques and procedures; ability to understand and follow oral and written instructions; ability to perform prolonged and arduous work under adverse conditions; and ability to work at heights. The ideal candidate will be skilled in the use and maintenance of firefighting equipment.

Minimum Qualifications:

Applicant must have a High school graduation or possession of an acceptable equivalency diploma (GED), completion of minimum standards as required by the State of Florida.  Must possess a Florida Certification as a Firefighter and a Class “D” Non-Commercial Florida Driver’s License.  Must possess a valid Florida EMT Certification.  Applicant will be required to pass a background check, pre-employment physical and drug screen.
