Today is Saturday, February 2nd, Day 283 of the Rhatt Pack Watch.

Apparently the federal grand jury which was impaneled in Jacksonville late last year, has been receiving help from the State.  As you know, over the last several months, the illicit use of $750,000 of Local Option Fuel Tax (LOFT) revenues by the Red-face Ratt, the “Gang of Three” members Mindless “Splain it to me” Vice Mayor Tanja and illegal alien Suck-up “Mini-Me Despot” Mayor Lofty and the “Out of Towner” Lapdog “Just keep paying me Tebow was brought to the attention of the State Department of Transportation, Department of Revenue and the Office of the Attorney General.  According to a knowledgeable source, it appears that at least some of the information gathered by the State so far has been shared with the Federal prosecutor and the Grand Jury.  When contacted by the “Watch” both the State and the Feds provided “No Comment”.


In the absence of direct insight, no one can be certain about what information may have been shared.  However, we know the State would focus on the intent of the appropriate Statutes.  According to 2018 Florida Statute, Title XIV – Taxation and Finance, Chapter 206 covers Motor and Other Fuel Taxes and Title XXVI – Public Transportation, Chapter 336 covers the County Road System which includes the controls and uses of the tax by Municipalities.


With regard to Chapter 206, the focus is probably on whether a Transportation Trust Fund was established for the receipt and payment of all transportation funds that White Springs was responsible for.  Specifically, expenditures are addressed in Chapter 336.025 (7). 
For the purpose of this section, “transportation expenditures” means expenditures by the local government from local or state shared revenue sources, excluding expenditures of bond proceeds, for the following programs:  (a) Public Transportation operations and maintenance,  (b) Roadway and Right-of-Way Maintenance and Equipment and structures primarily for the Storage and Maintenance of such equipment  (c) Roadways and right-of-way drainage  (d) Street lighting installation, operation, maintenance and repair  (e) Traffic signs, traffic engineering, signalization, and pavement markings, installation,operation maintenance, and repair  (f) Bridge maintenance and operation, and (g) Debt service and current expenditures for transportation capital projects in the foregoing program areas, including construction or reconstruction of roads and sidewalks.


We know the State believes the Feds will focus on Public Corruption by White Springs’ officials.  If the State is providing information on the “Transportation Trust Fund”, everyone knows White Springs doesn’t have one.  Rather they commingle funds, because that way the Ratt believes it’s easier for him and his “Gang” to steal anything they want.  If the State is providing information regarding the Expenditures of Transportation Revenues, they will need to search long and hard to find any legitimate expenditures. Of the $750,000 LOFT Revenues, received, less than $10,000 were actually used to repair White Springs Road and Streets.  It’s likely the Ratt and the Lapdog will find it difficult to explain how designer clothing, designer beverages or any other frivolous expenditures fit the above uses defined by Statute.  By the way, for anyone in the Town Administration, relying on the legal prowess of the Ratt, rember this.  The Ratt receives some of the lowest ratings possible for his capabilities by his closest colleagues, and you’re in this mess because of the advice and decisions he’s made.  Suck it up!
