Finally I got the correspondence from Senator Rubio’s office. In it the Tax Payer Advocate, a federal agency, said that the IRS confirmed “The attached case for town of White Springs resulted in full dis-allowance due to not qualifying as as an IRC (Internal Revenue Code) IRC 501 (c).’ If we weren’t a 501 (c) in 2012 and the rule of 501 (c) didn’t change, which it didn’t, I fail to see how we got a refund of the 2011 tax year. . Additionally the Town didn’t file it form 8941 until 6/10/13 for the 2011 tax year. I told you they lied to us.



Average Town Salary is $31,246.00 for 9 employees, in 2012.

Average Insurance Costs per employee $5569.00, in 2012.

Total compensation for average employee is $36,815.00.



JENNINGS: Residential Rates; Water         Jennings: Sewer Rates

$8.20 for the first 3000 gallons used.                       $17.10 for first 3000 gallons used

$2.05 for each of the next 1000 gallons used.          $1.95 for each of the next 1000

For someone who utilizes 4000 gallons a month for Sewer and Water their bill would be

$8.20 + 2.05 or a total of $10.25                              $17.10 + $1.95 of a Total of $19.05

The Two combined is $10.25 + 19.05 which equals $29.30 Average bill.

Jasper: Residential Rates; Water                 Jasper: Sewer Rates

$9.35 for first 4000 gallons used.                              $10.80 for first 4000 gallons used

$2.65 for next 2000 gallons used.                              $3.00 for each 1000 gallons used                                                                            over 4000 gallons

Again someone who utilizes 4000 gallons a month for Sewer and Water, their bill would be.

$9.35 for Water                                                             $10.80 for sewer

The Two combined is $9.35 + $10.80 which equals $20.15 average bill.

Jacksonville Residential Rates Water Jacksonville: Sewer Rates

$0.93 for each of the first 6000 gallons used.          $4.94 for each of first 6000 gallons used

Again someone who utilizes 4000 gallons a month for Sewer and Water, their bill would be.

$3.72 for Water                                                        $24.50 for Sewer

The Two combined is $3.72 + $24.50 which equals $28.22 average bill.




Again someone who utilizes 4000 gallons a month for Sewer and Water, their bill would be.

$17.00 + (2) X $2.00 or $23.00 for water                 $24.35 + (3) X $8.41 or $49.58

The Two combined is $23.00 + $49.58 or $72.58 for the average bill. This does not count garbage pick up or taxes.

Summary: That makes us $43.28 (250%) higher than Jennings, $52.43 (360%) higher than Jasper and $44.36 (260%) higher than Jacksonville for the average monthly use of 4000 gallons per month of Sewer and Water.

  • I will follow the Town Charter, to the letter. If you want to know the function of the town manager in a “weak Mayor” form of government then look it up on the web under “Weak Mayor”.

  • I will not, under any circumstances, let Helen, by herself, rule the town. The position of Mayor in the type of government required by the Town Charter is largely a ceremonial title largely for show purposes only. This is the type of Government we had under Joe McKire’s “mayorship.” The problem with the Joe McKire tenure as Mayor was that he had Townsend, a completely unqualified person running the town. The Charter REQUIRES a professional town manager, Townsend didn’t fit the deal. The Council, as a whole, will direct the town manager who runs the town. While the manager runs the town with oversight of the council, the council doesn’t RUN the Town.

  • I will seek, not permission, but on my own, a complete legal audit, hopefully by FDLE. I am tired of all of these rumors and sometimes facts of the Council or other parties misappropriating Citizen Funds.

  • I will seek budget adjustments to lower the Sewer Bill.

  • I will have an open door policy to all citizens, staff and Council members (for their information purposes only.) Individual Council members, per the Charter, do not direct the town manager.

  • I will terminate all employees who got their position by “special strokes for special folks” corruption.

  • I will seek an outside firm to come in and run the water and sewer plant. Who knows, maybe they will hire Andrew if he is qualified.

  • I will seek an outside firm to come in and run the bookkeeping function of the town. Who knows, maybe they will hire Pam as their part time representative.

  • I will hire the best and the brightest person as a town clerk/administrative assistant. Someone who can at least take the minutes of Council meetings and provide them in written form in short order.

  • I will have the Council, Walter, do as he promised and look at all of the Municipal Ordinances and judge which ones they want to keep and which ones, or parts of which ones, they want to abandon.

  • I will enforce all municipal ordinances with a fervor never seen in White Springs. I will instruct the Police to enforce the Parking Ordinances if they are still on the books after McKenzie’s inspection and the Council’s actions.

  • I will establish a monthly agenda item on the Council budget to inspect the books and all expenditures by the town for compliance with the budget and the needs of the town. No expenses over $500.00 will be spent without Council approval; that is NONE.

  • I will use the Town Web Site and my own Web Site to keep the public aware of the state of the budget and the state of the town.

  • I will oversee the Fire Department and the Police Department in accordance with the Town Charter.

  • I will resist and succeed in restricting the Mayor’s attempts to make unilateral decisions which affect the town until the Charter is changed if it is to be changed.

  • I will prosecute all offenders of the Charter using the Town Council and the Town Attorney as my court of law. The Town Charter, which is like our Constitution, and was voted on by the people, is the Law in White Springs, a fact that this and all prior councils have neglected to operate under.

  • Address with the Chief of Police the rampant crime in our town.

These are the things I will do as Town Manager. I will work whatever hours are necessary to the benefit of the Average Citizen. The New Executive Assistant/Town Clerk will likewise be required to work whatever hours are necessary to provide Open Government to the citizens.

Don’t know if they are true or not but the rumors are not implausible since they involve money missing from the town treasury.

#1 Rumor: That there was some grant money for fixing up the park as you go out of town on the right side down 41. I think they call the park River Walk. Anyhow, as the rumor goes, some $40,000 in grant funds is missing and unaccounted for. Wouldn’t it be amazing if this is the $40,000 that Mayor Miller is accused of taking for her own projects with out council approval?  (The $40,000 was an expense floating from General to Enterprise fund and finally was depleted a year after Stacy Tebo Started as Manager)

#2 Rumor: That some money for the Fire Department has gone missing from the town treasury/budget. The amount varies, according to who is giving you the rumor, from $10,000 to $150,000.

None of them measured up to the position description that was in the Town Personnel Requirements (Position Description) AND

Walter McKenzie stuck his fingers in the pie with each of the hires and allowed and encouraged the person to become Town Manager in spite of their lack of qualifications.

Marv Ray was a joke compared to his predecessor Bill Andrews. Bill worked for less money and was the best town manager we ever had. He became town manager when the town went to a WEAK Mayor form of government. We went to this weak mayor form of government because the town was in abject poverty and the state had threatened to take over the town.

Marv Ray left because he could see the handwriting on the walls. I moved into town and immediately was threatened by the town and thus began my complaining of the corruption, special strokes for special folks, that the town was used to doing. He left, and as he told me, “I couldn’t get out of town soon enough.”

Then the Coup de Ta Memo came where Townsend literally stole the position of Town Manager by simply agreeing to take over the town manager functions in addition to his job as Water/Wastewater guy. That lasted about 9 months before Townsend informed Walter McKenzie that he had had enough of my attacks upon him personally and his corruption again by giving special strokes for special folks and by not enforcing the Municipal Ordinances.

Walter McKenzie then wanted to hire Henry Dunn, a retired former town manager from Indiana. No one on the Council, not Joe McKire nor Ralph Hardwick or especially Walter McKenzie bothered to call up to Indiana and see if Mr. Dunn’s resume was correct. It turns out he was fired from his position of Town Manager for a small town in Indiana because of incompetence. But Walter McKenzie didn’t know this and refused to find it out or even listen to citizens who told him so. Dunn was fired, illegally I might add (which cost the town some money), largely because he re-condemned Property 8301-000 and Town Council member Woodard didn’t like it and joined forces with Walter McKenzie to force Dunn out.

Enter Townsend again and Walter McKenzie pushing for him by completely ignoring the basic qualifications of the Position Description. Wally’s famous quote was “I’m not trying to lower the requirements, only to expand the pool of applicants.” What a joke because they hired from within with Townsend being the only candidate, the other being a Nick Belentes, a White Springs Police Officer. In other words, Walter McKenzie fixed the game and then lived by it. Thus began an eight year tenure of Corruption, Thievery and Amoral behavior which lead itself ultimately to Townsend being caught with his pants off in the Sewer Plant with state Prisoners. Now of course, as we all know, after five years of corruption and amoral behavior, Helen Miller and Walter McKenzie conspired with each other for Helen Miller to become Mayor. Townsend was caught with the prisoners approximately nine months later. Walter McKenziey sought and got Townsend’s resignation.

Then Shirley Heath took over again for about nine months until Walter McKenzie found Bob Farley,  his good friend from the North Florida Broadband Association who got FIRED from his job in Live Oak for Incompetence. We hired him literally on the spot and assumed that we’d have some lawful stability out of the Town Manager’s position for years to come. But then enter Helen Miller and Walter McKenzie again and kept Farley from enforcing the laws or following the laws. It got so bad that Farley offered to quit once and then ultimately retired.

Walter McKenzie had his fingers in all of these hires and yet he “complains” about the people he hired. The fact that we can’t control a Town Manager is the result, in my opinion, that Walter McKenzie can’t keep his fingers out of the pie. He consistently “KNOWS WHAT IS BEST” and all we get is people who can’t or won’t stay except for Townsend who had nowhere else to go or nowhere else that would tolerate his immoral behavior.

BUT NOT Walter McKenzie He was going to Keep and Eye on Townsend and if he had then we might not of had to FIRE the pedophile. Walter McKenzie is an egotistical windbag and all of us know that, he is in love with his own voice.

For me, from Voltaire, it is terrible to be right when the government is so wrong.
