He addressed it to “Whom it May Concern” What that means is that he didn’t know who he reported to, he didn’t know who was his boss. Further down in the letter he extolls the Town Manager for aiding him with his job, another indication that he didn’t know who his “BOSS” was.
He didn’t know because he never reported to anyone, obviously not one time did he report to his BOSS, the Town Manager. Now the Charter isn’t very clear on who the Water/ Wastewater Operator reports to, whether it be the Town Manager or the Council. I certainly would like to know who my boss was no matter what the job is.
But Andrew, the sexual deviant Child Bride, never was required to report to anybody, including when he got PERMISSION from someone in authority to use the fire truck as his own personal vehicle. When I filed the Citizen Complaint on the vehicle the Council was made out to be Andrew’s boss and the council didn’t say otherwise. They could have “killed” the Citizen’s Complaint by simply saying that they, the Council, were not in charge of the Water/ Wastewater Operator. Just like no one was responsible for Kenny.
Its a leadership thing that is not Stacy’s strong suit. While she was litigating her suit against DeBary stating that her boss had no leadership skills, she was and is guilty of the same thing. I wonder who has control of Ray Vaughn and his shadow? Nobody I bet. He, Ray, doesn’t report to anybody. The town hierarchy which is listed in the Town Charter is silent on the subject. In the twenty years I have been overseeing the town I never noticed this glaring omission of the job of being BOSS for the Water and Wastewater Operator.
No wonder the pervert got away with so much. Anyway here is the chart in the next story.
ONE MORE THING THE CHARTER IS REAL CLEAR THAT THERE SHOULD BE NO COMINGLING OF WATER/WASTEWATER/GARBAGE PICK UP FEES WITH THE GENERAL FUND. YET WE AS A TOWN STEAL $50,000 EACH YEAR, WHICH MEANS HIGHER SEWER BILLS AND MOR WASTE IN THE GENERAL FUND. THE QUOTE OUT OF THE CHARTER, SECTION 5.03
The Utility Department shall be an enterprise department and be financially separate from the Town General Fund but be governed under the same provisions as other Town departments.
